Picture this: nearly every executive in your peer group has already told their board that AI is a strategic priority for the next 12 months. The plans are written. The budgets are allocated (or will be). The slide decks say "AI-powered" somewhere around page four.
Fewer than 1 in 5 of those same companies actually feel prepared to make it happen.
This is a leadership problem, and the data makes it hard to ignore.
A March 2026 survey by Harvard Business Review Analytic Services, sponsored by TriNet, polled 230 SMB decision-makers and found that 76% expect their organization to increase AI use in the next 12 months. But only 19% feel highly prepared to recruit or develop the talent to execute on that ambition. That gap has a cost.
The HBR survey isn't alone. Research commissioned by Google Ireland surveyed 400 SMEs and found that 80% of small businesses believe AI can positively transform their operations, yet adoption stays low. The top barriers: fear of making mistakes (30%), lack of skills (27%), and cost (24%). More than half (57%) believe they're already behind competitors.
Every one of those barriers is a readiness problem, not an ambition problem.
The Three Dimensions of the Gap
1. Nobody Knows Which Skills They Actually Need
56% of SMB respondents say they expect difficulty identifying which AI skills their organization actually needs. It starts as a clarity problem, not a vendor problem or a budget problem.
Many executives assume "AI skills" means hiring someone who knows how to write Python or fine-tune a model. In practice, the most pressing need sits much closer to operations: employees who can evaluate AI-generated output critically, identify where automation introduces errors, and recognize when a human judgment call is required. Those aren't computer science competencies. They're domain expertise plus the judgment to know when the machine is wrong.
BCG's analysis found that 10% of AI value creation comes from algorithms and 20% from technology infrastructure, while 70% comes from people, processes, and change management. Deploy the best tools on the market and you can still stall out if no one can tell the team what a good output actually looks like.
2. One-Time Training Doesn't Work
56% of respondents also expect AI will require their organization to develop or train employees differently. The HBR survey found that 79% agree AI is driving the need to upskill existing talent — so most leaders understand the imperative. What they're stuck on is the method.
McKinsey's analysis of Microsoft 365 Copilot adoption found that training alone rarely drives sustained behavior change. BCG research found that persona-based learning journeys built for specific roles delivered AI adoption rates 20 times higher than generic programs.
Employees learn by applying AI skills inside real work, not by finishing a course. The companies closing the gap fastest embed training directly into workflows, with real deliverables and shared standards backed by leadership.
3. What Actually Matters Most Isn't Technical Skill
Seventy percent of SMB respondents in the HBR survey say AI is driving the need to find talent with specifically human capabilities: creativity, intuition, and judgment. AI tool experience ranks as the most commonly expected in-demand skill (55%), but it sits behind those human qualities for good reason.
When AI handles pattern recognition, data synthesis, and content generation at scale, what actually differentiates an organization is its people's capacity for sound judgment. Can your sales team evaluate a customer situation that doesn't fit a template? Can your ops manager recognize when an AI-driven recommendation is optimizing for the wrong variable?
The TeamViewer global SMB survey: 72% of SMB leaders describe themselves as AI experts, yet 95% say they need more training to use AI effectively. That's not a small gap. The problem isn't awareness; it's execution.
This Is a Leadership Problem
The Google/Amárach research surfaces something most AI adoption frameworks skip over: 30% of SMEs say fear of making mistakes is the primary barrier to adoption. Not cost. Not tool access. Not vendor selection. Fear of getting it wrong.
Fear is a culture problem. It only gets solved from the top. Leaders who visibly treat wrong guesses as the expected cost of learning create the conditions for adoption. Leaders who stay quiet and hand it to IT will wait a long time.
McKinsey put this directly: companies that treat AI upskilling as a training rollout miss the larger point. "It is a change management effort." The organizations that have succeeded at scale treated AI capability-building as a leadership-led transformation, not an HR-led checklist.
The BCG data puts numbers behind the stakes: only 5% of companies are achieving AI value at scale, while 60% are achieving almost none. Those two groups have the same access to tools. The difference is governance, a culture where people can try things and fail, and leadership commitment.
Close the Gap This Quarter
Audit by Role, Not by Department
Stop asking "is our company AI-ready?" Ask role by role: What decisions does this person make? Which involve pattern recognition, data synthesis, or content creation? Those are your best candidates for AI assistance, and the places where training will produce the fastest return.
A customer success manager who spends 40% of her week writing status updates and summarizing client calls is a completely different AI training priority than your CFO building financial models. Build that map before you build a program.
Tier Your Investment
Not everyone needs the same depth of AI fluency. A workable breakdown:
- AI Awareness (everyone). What AI can and can't do, how to evaluate outputs, when to escalate or override. Without this, employees either ignore AI tools or trust them when they shouldn't. Target: 2-3 hours.
- Workflow Integration (function-specific). Role-specific training on the tools most relevant to each team. Marketing, sales, ops, finance each gets a tailored program tied to actual work, not abstract use cases. Target: 8-12 hours with ongoing reinforcement.
- Strategy and Governance (leadership). How to evaluate AI investments, set policy, manage risk, and lead through adoption resistance. Most SMBs have the biggest gap here. This one can't be a one-time event.
The WSI AI Business Insights survey of 600+ organizations found that 52% of professionals who describe themselves as AI-familiar have completed zero formal training. Organizations relying on self-guided experimentation aren't building organizational capability. They're accumulating inconsistency, which is the kind of problem that gets harder to fix the longer it runs.
Don't Hire for AI Tool Experience Alone
Most companies hiring for AI capabilities right now are optimizing for the wrong thing. The HBR survey confirms that AI tool experience tops the list of expected in-demand skills, but candidates who are fluent in one platform are often less adaptable to the next and weaker at the judgment calls that matter most.
Hire for the capabilities AI can't replicate: the ability to push back on a flawed recommendation, deep domain expertise, and the ability to communicate what the data doesn't say. Then train for the tools. A sharp analyst who picks up Copilot in two weeks is a better long-term investment than someone whose resume lists "ChatGPT" as a core competency.
Make Failure Cheap and Visible
The fear-of-mistakes barrier doesn't dissolve through communication. It dissolves when failure is expected and visible.
Run a pilot. Set up a team experiment where the whole point is to find where the AI output falls apart. When someone catches a bad output and shares what they learned in the next team meeting, that is AI readiness in practice — not a polished dashboard, not a completed certification. A leader who visibly celebrates that moment will do more for adoption than any tool rollout.
The goal is to make experimentation feel like a standard part of work, not a performance review risk.
Measure Readiness, Not Just Adoption
Tracking who uses AI tools is easy. Tracking whether those outputs are any good is where most SMBs have nothing. High adoption with no shared standards for reviewing AI output can be riskier than cautious adoption with real quality controls in place.
Build a simple readiness scorecard: skills coverage by role, training tied to workflow application (not just course completion), number of AI-integrated workflows, and whether teams have documented how they catch and correct AI errors. A spreadsheet updated quarterly beats a polished report nobody acts on.
The Cost of Waiting
The Google research puts the stakes plainly: 57% of SMEs believe they're already behind competitors in AI adoption, and 50% are concerned their business will get left behind entirely.
Every quarter without a structured approach makes the catch-up problem worse. The companies in that 19% who feel genuinely prepared didn't have better tools or bigger budgets. They stopped waiting for a better quarter to start.
